The position is located in the ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe (DWT/CO-Budapest). The DWT/CO-Budapest provides advisory services to 19 member countries as well as Kosovo (within the meaning of the UN Security Council resolution to develop policies and programmes that promote more and better jobs for all women and men. The work of the office focuses on the four strategic objectives of the ILO: realising rights at work, promoting full and productive employment, achieving universal social protection, and strengthening social dialogue.

The main role of the position is to provide policy advice, technical assistance and capacity building in the areas of Labour Inspection and Occupational Safety and Health (OSH) to governments, labour inspectorates, other relevant law enforcement agencies and OSH institutions as well as employers' and workers' organizations and other interested stakeholders in the sub-region. The incumbent will ensure the quality and integrity of ILO technical assistance, in particular to support the development of National OSH Policies and Programmes, including the alignment of national OSH systems with ILO standards and related EU acquis; build capacity of employers and workers to conduct risk assessments and implement practical safety measures at the enterprise level; support labour inspectorates to better enforce labour and OSH laws at the workplace; and promote a preventative safety and health culture at work.

The incumbent works under direct supervision of the Director of DWT/CO-Budapest and receives technical guidance and advice from the Labour Administration, Labour Inspection and Occupational Safety and Health Branch (LABADMIN/OSH) at ILO headquarters. The Specialist works in collaboration with the other specialists in the DWT/CO-Budapest and at ILO headquarters.

Description of Duties:

Provide technical support and policy advice on Labour inspection and OSH). Collaborate closely with the LABADMIN/OSH Branch in identifying priorities for ILO engagement in the sub-region aligned with International Labour Standards, guidelines and global strategies adopted by the International Labour Conference or the ILO Governing Body. Develop strategies and deliver and coordinate high-quality technical support at subregional and national levels to advance the Decent Work Agenda and social justice, taking into account the integration of cross-cutting policy drivers, including international labour standards, social dialogue, gender equality and non-discrimination, and a just transition towards environmentally sustainable economies and societies. Lead work streams/consultants involved in this work in accordance with ILO standards and the results-based management framework.Review and facilitate the strengthening and effective implementation of inclusive institutional, legal and policy frameworks. Provide expert policy and technical advice in the areas of labour inspection and OSH to ILO constituents and other concerned stakeholders with a view to promoting the formulation of inclusive and gender-responsive policies and programmes, and their impactful implementation and monitoring to ensure equitable outcomes. Promote relevant international labour standards.Provide technical inputs to the design and implementation of Decent Work Country Programmes (DWCPs) as well as UN and other development cooperation frameworks. Participate in multidisciplinary initiatives with a view to ensuring an integrated approach for the delivery of the Decent Work Agenda.In consultation with LABADMIN/OSH, develop and oversee the development of labour inspection and OSH policies and strategies at the country-level and a range of original and evidence-based technical and policy knowledge products and tools responding to constituents' needs and priorities and advancing the Decent Work Agenda. Promote and facilitate their dissemination at the sub-regional and country levels and provide advice and technical support to constituents and other stakeholders on effectively using such tools. Contribute to Office-wide efforts to analyse, document and disseminate lessons learned and information on innovative practices.Support the strengthening of ILO constituents' capacity to design, implement and monitor policies and measures in the area of labour inspection, develop National OSH Policies and Programmes, including the alignment of national OSH systems with ILO standards and related EU acquis where relevant, and to conduct risk assessments and implement practical preventative measures at the enterprise level. Oversee the design of tools and learning materials, pilot new guidelines, lead and/or coordinate workshops, meetings and other events, using innovative methods, digital platforms and communication tools. Identify opportunities for technical and strategic partnerships in the areas of labour inspection and OSH and related areas and develop new/reinforce existing partnerships and collaborative relationships with sub-regional and national actors, relevant UN specialized agencies, international financial institutions and other key stakeholders with a view to ensuring policy coherence and accelerating the delivery of quality policy advice. Organize, facilitate and make technical contributions at seminars, conferences and other events. Engage the ILO as a key player in meetings, conferences and forums at the subregional and national levels concerned with strategies, policies or programmes in the field of labour inspection and OSH policies. Develop development cooperation project proposals and provide technical backstopping to labour inspection and OSH-related development cooperation projects/activities. Participate in resource mobilization efforts for new projects in the field of labour inspection and OSH.Perform other relevant duties as assigned.

Required qualifications:

Education:

Advanced level university degree (Master's or equivalent) in labour law, labour inspection, public administration, social science, medicine, engineering, OSH, or other relevant field.A first-level university degree (Bachelor's or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience:

At least seven years of experience in labour inspection or OSH, including at the international level.Work experience in Central and Eastern Europe and good knowledge of European legislation is an advantage.

Languages:

Excellent command of English. Working knowledge of another ILO official language would be an advantage.
